Smart tagging of development content yields open conversations on specific topics in all countries of the world. Conclusions from these conversations can be consolidated in social capital wikis for these countries: European Union, India, Nepal, Philippines, Tanzania and the United States1.
Social capital wikis reduce the burdens of learning and collaborating for local authoring and innovation.

We will include classes that are particularly relevant to your local development alongside the "umbrella" function of government. For example:
- In each municipality ISIC-9101 - Library and archives activities are supportive to both COFOG 09-Education and 08-Recreation, culture and religion.
- A common economic activity is ISIC-0111 - Growing of cereals (except rice), leguminous crops and oil seeds. Therefore it is within the scope of local COFOG 04-Economic Affairs in many municipalities.
To support public-private synergy at municipalities, the wikiworx.info team continuously adds knowledge resources to class-level sector maps such as ISIC-9101 - Library and archives activities and ISIC-0111 - Growing of cereals (except rice), leguminous crops and oil seeds.
The knowledge that development blends and yields is plentiful and ordered.

To appreciate the gains implied by being smart with content, consider a dictionary and the facility the alphabetic order offers to quickly find and uniquely place any word in it. Now apply this technique for content chunks instantiating values along multiple ordering dimensions.

- The sectors of industry, as codified by the International Standard Industrial Classification of All Economic Activities, Rev.4 (ISIC), and represented by sector maps from A - Agriculture, forestry and fishing, over C - Manufacturing, to U - Activities of extraterritorial organizations and bodies.
- The functions of government, as codified by the Classification of the Functions of Government (COFOG), and represented by government function maps from 01-General Public Services to 10-Social Protection.
- Treaties, regulations, and their coherence and scope (ref. COFOG) as represented in Country Statute Books or a treaty overview.
- International or national development initiatives grouped by COFOG Division in Country Initiative Books or UN Initiatives.
- Country, international or sectoral actors (parties, stakeholders), grouped by COFOG Division in Country Actor Maps, United Nations or Global Actors.
