Development is never linear, as the operational environment and risks at local, national, trans-boundary, regional and global levels are in constant flux. Cooperation Framework assumptions may not hold, and the actions of partners may not happen as anticipated. This is particularly relevant in fragile and conflict-affected settings. Programming thus requires an adaptive approach, based on learning from new information and evidence. This allows for adjustments to achieve expected results in a changing operating environment. While the Cooperation Framework outcomes may remain stable for the duration of the cycle, outputs and activities may need correction to remain relevant, while maintaining accountability to partners. At the end of every cycle, a Cooperation Framework evaluation must draw lessons to inform the next cycle.
