The Cooperation Framework must depart from its traditional dominant focus on mobilizing financial resources for the UN system’s development work. The UN development system should seek to leverage different sources of financing and investment flows outside the UN system that support Governments in financing national priorities to achieve the SDGs. Beyond its own funding requirements, the UNCT should facilitate a dialogue on the volume and mix of financing required to achieve the SDGs. It should explore ways to connect more strongly with domestic financing, such as by engaging with and influencing national budget processes, decisions and priorities.
