Typically, a strategic priority comprises a limited number of outcomes and outputs. Overall, the numbers must be realistic, together reflecting the strategic focus of the UN development system during a Cooperation Framework cycle. The outcomes and outputs must also reflect a shift from the MDGs to the SDGs by allowing the Cooperation Framework Guiding Principles to steer their definition. Outcomes and outputs are developed concurrently during the Cooperation Framework design stage. Outputs help complete the logic for Cooperation Framework results, and ensure the transparency and accountability of UN development system contributions. They are central to future steps in the cycle, particularly vis-à-vis UNCT configuration and financing requirements.
