With 2030 in sight, the UN development system must design Cooperation Frameworks that will truly make a difference in less than three cycles. Therefore, the vision of its contribution and the design of medium-term support must be grounded in a clearly articulated, evidence-based, robust theory of change that describes the interdependent changes necessary for the country to achieve the 2030 Agenda. The theory of change is a comprehensive articulation of different pathways and choices that illustrate how and why the desired change is expected to happen, and the risks and bottlenecks to be addressed.
