Preparing national development plans and frameworks211 are typically participatory processes that evolve from extensive multistakeholder consultations and situational analyses. They identify national medium-term strategic priorities that are often situated within a long-term vision document, and increasingly are aligned with the SDGs as well as regional and subregional development commitments. In this context, the Cooperation Framework should align its targets and indicators to the extent possible to relevant targets and indicators in national development plans, which should in turn be informed by the SDGs.
