The Cooperation Framework represents a commitment to the people in a country, particularly the most marginalized and vulnerable. It calls on the UN development system to:

(a) support achieving national development goals and targets with a focus on leaving no one behind;

(b) help develop national development indicator frameworks in line with the 2030 Agenda and the Global Indicator Framework;

(c) address national development needs by including those left behind throughout the Cooperation Framework cycle, across all processes and programmes;

(d) address accountability mechanisms as appropriate for different contexts;31

(e) make up-to-date information on the Cooperation Framework and expected results and progress publicly available; and

(f) ensure people’s meaningful participation in development, particularly those left behind.
