Principle 9: Be collaborative.
- Engage diverse expertise across disciplines and industries at all stages.
- Work across sector silos to create coordinated and more holistic approaches.
- Document work, results, processes and best practices and share them widely.
- Publish materials under a Creative Commons license by default, with strong rationale if another licensing approach is taken.

The application of these principles without using a Collaborative Planning Methodology is likely to delay delivery of results, as proponents may get stuck in an analysis paralysis anti-pattern.
It is in order to prevent such anti-pattern from occurring in "data driven inclusive discourse and development" initiatives that the wikiworx systematized content commons are being developed. This is explained in initiative management.
The Addis Ababa Action Agenda - #a4a2030 - #pi9 enhanced with a Collaborative Planning Method that is aware of the various levels of scope (at which results must be achieved) can provide a framework for the efficient and effective application of the digital principles.
