Under this principle (doctrine) the governance institutions of the state are divided into three branches, each with separate and independent powers and areas of responsibility so that no branch has more power than the other branches. The normal division of branches is into a legislature, an executive, and a judiciary.

Institutions of governance contribute to stability and peace by creating — alongside the executive — the platforms for resolving disputes, sharing perspectives and balancing competing societal interests. The separation of powers among three branches of government, each responsible for serving the public in different ways, provides multiple access points for citizen involvement and platforms for resolving differences. The greater the number, diversity and effectiveness of these platforms, at both national and local levels, the greater the possibility of peaceful resolution of disputes. The more regular and frequent the interactions among diverse elements in society, the greater the potential for sustainable security and peace. (World Public Sector Report 2010, page 67)
